QLD:Police launch search in Morcombe case

Queensland police are preparing to search bushland on the Sunshine Coast for the body
of missing teenager DANIEL MORCOMBE.

Nearly eight years after the 13-year-old disappeared while waiting for a bus, police
arrested a 41-year-old man last night and charged him with DANIEL's murder.

A police spokesman can't confirm reports he's a truck driver referred to as P7 by investigators.

The man remains in police custody and will appear in Brisbane Magistrates Court tomorrow,
also charged with deprivation of liberty, child stealing, indecent treatment of a child,
and interfering with a corpse.

DANIEL'S shattered parents say they're hopeful their son's body will be found.

FED:Emerson for wide-ranging Jakarta talks

SYDNEY, April 17 AAP - Federal Trade Minister Craig Emerson is set to visit Jakarta
for talks with his Indonesian counterpart Mari Pangestu.

This week's trip will be Mr Emerson's first visit to the country as trade minister
and comes as Australia and Indonesia prepare for negotiations on a Comprehensive Economic
Partnership Agreement (CEPA).

The CEPA process was launched in November last year by Prime Minister Julia Gillard
and Indonesian President Susilo Bambang Yudhoyono.

"As the two largest economies in South-East Asia, there is considerable scope for Australia
and Indonesia to strengthen and expand their economic relationship," Mr Emerson said in
a release on Sunday.

"The Indonesian economy, with 234 million people, has been growing strongly and could
be in the top 10 globally by 2025."

Besides the CEPA, the two ministers will discuss the ASEAN-Australia-New Zealand Free
Trade Agreement (AANZFTA) and the Doha Round of multilateral trade negotiations.

The pair are also expected to finalise a pilot project to help improve Indonesia's
cattle-breeding performance.

Indonesia is Australia's fourth-largest market for agricultural exports, behind Japan,
China and the US, and in 2009-10 the value of two-way trade between Australia and Indonesia
was $11.8 billion.

PERTH, Dec 31 AAP - A cyclone warning has been issued for coastal communities in Western
Australia's northwest as a tropical low crosses the Kimberley region.

The low is expected to develop into a tropical cyclone on Saturday morning after moving
off the Kimberley coast overnight, the Bureau of Meteorology says.

A cyclone warning is in place for coastal and island communities from Wallal to Exmouth.

WA's Fire and Emergency Services Authority (FESA) has issued a blue alert for people
living between Wallal and the Fortescue Roadhouse including Port Hedland, South Hedland,
Karratha, Roebourne, Wickham, Dampier and surrounding areas.

It advises residents and travellers to prepare for dangerous weather, to secure loose
material about properties and prepare emergency kits.

The Bureau of Meteorology said coastal areas of the west Kimberley between Cockatoo
Island and Wallal, including Broome, could expect strong and squally winds and heavy rain
overnight with flash flooding possible.

It said gales may develop along the Pilbara coast on Saturday for a brief period as
the system moved steadily west-southwest but it was not expected to bring flooding to
the region.

By Sunday the system was expected to be north of Exmouth and continuing to move west-southwest
further out over the Indian Ocean.

FED:Cyber security firm wins business award

SYDNEY, Aug 20 AAP - A cyber-threat security consultancy firm which helps protect digital
economies in Australia and South-East Asia has taken top honours in the prestigious National
Telstra Business Awards.

ACT-based stratsec (stratsec), which provides world-class independent information security
consulting and testing services for blue-chip government and commercial clients, was named
Australia's best business at the awards in Sydney on Friday.

Telstra chief executive David Thodey said it was a deserving winner, selected from
a group that had prospered despite the tough business conditions during the global financial
crisis.

"All of the finalists and winners are role models because they have demonstrated that
they have vision, resilience, competitive edge, and a passion for serving their customers,"

he said in a statement.

stratsec has won contracts in more than 20 countries across a range of sectors, including
defence, banking and finance, health, mining and telecommunications.

Some of its clients include international software companies and Australian and offshore
banks in competition with large multinational players.

"We remove the jargon that is so prevalent in cyber-security and provide advice that
helps business managers to make informed decisions," stratsec CEO Peter Lilley said in
a statement.

Other winners of the 2010 Telstra Australian Business Awards were teachers.on.net,
a teachers' recruitment website out of South Australia, and the Northern Territory's City
Ceramics, a retail and wholesale ceramics business which was named Australia's best small
business.

A NSW-based software company, Soprano Design, won the Innovation Award, while the regional
business award went to Kelly Engineering, a family-owned manufacturer and exporter of
custom-made agricultural machinery.

The Social Responsibility Award was won by Northern Project Contracting, a company
owned by indigenous Australians that specialises in contracting and training services
for the mining and civil construction industries.

Ms Gillard told reporters the union had made the wrong decision, and she urged teachers
to stay the course and administer the tests.

"The best teachers around the country are the teachers who are driven by the data and
the information and who believe that it should be shared," she said.

The government would look at a range of options to have the tests supervised, including
using parents, she said.

"One option very clearly on the table is for us to ask parents who have voted with
their fingertips on My School to vote with their feet and to assist to manage the tests,"

she said.

Industrial action by teachers to boycott the tests would likely be unprotected under
most state systems, she said.

A debt collection agency says proposed laws to raise the bankruptcy threshold fivefold
to 10-thousand dollars will harm small business.

Prushka chief executive ROGER MENDELSON says Federal Attorney General ROBERT MCCLELLAND's
plan to raise the threshold doesn't acknowledge that many debtors can repay their debts.

Mr MCCLELLAND is also proposing to increase the time from application for bankruptcy
to when assets can be taken .. from seven to 28 days.

Mr MENDELSON says the changes are uninformed .. and he doesn't know if there's been
consultation with anyone working in bankruptcy.

Fed: Telstra, govt relations wallow at new lows

CANBERRA, Dec 15 AAP - Relations between Telstra and the federal government are wallowing
at new lows after the telco was dumped from the bidding process to build a national broadband
network (NBN).

Communications Minister Stephen Conroy confirmed Australia's largest telco had been
excluded from the process after it failed to include a plan about how to involve small
and medium enterprises in the project.

But Telstra has accused the government of shutting it out on the most trivial of grounds.

Senator Conroy on Monday insisted Telstra only had itself to blame for being shut out
of the race to build the network, expected to cost more than $10 billion, of which the
government will contribute $4.7 billion.

"Telstra's behaviour throughout this process clearly shows that the conflict and regulatory
manipulation within the Australian telecommunications sector has reached an intractable
point," he said.

He said there was nothing to stop Telstra from submitting a complete proposal and competing
vigorously with others vying for the project.

"Instead, the Telstra board failed to comply with the mandatory requirements of the
request for proposals," the senator said.

Other proponents, including Acacia, Axia, Optus Networks Investments, TransACT and
the Tasmanian government, had all met the requirements and conditions for participation.

Telstra chairman Donald McGauchie said the government had used a peripheral and "trivial"

issue to exclude Telstra.

"This is a process that seemingly excludes bidders on such trivial and legally questionable
technicalities but doesn't take any action on material issues such as financing and having
the technical capability to build the network," he said.

"What is even stranger is that the minister has ample powers to accept Telstra's SME
(small and medium enterprises) plan under the RFP (request for proposal) and have his
expert panel get on with a process that includes Telstra."

Senator Conroy said the only way that Telstra's SME plan could have been accepted was
to extend a deadline that all other contenders had met.

"This would have been manifestly unfair to other NBN proponents who did meet the mandatory
requirements of the RFP," he said.

"And, importantly, it presented an unacceptable level of risk, both legally and financially,
for the commonwealth."

The expert panel had received legal advice from various sources, including from the
solicitor general, that Telstra could not be considered for the project.

"Telstra's board will have to explain to its shareholders why it has decided to sideline
itself from a process that will shape the Australian communications sector for the next
decade."

Telstra's share price plunged on the news, finishing the day down almost 12 per cent,
wiping $6 billion off the company's market value.

However, industry analysts suggested Telstra was not yet out of the running for the project.

EL&C Baillieu director Richard Morrow said the idea that Telstra could be excluded
from rolling out the network "is an act of fantasy".

"They are the 800 pound gorilla in the sector and it is not going to happen without
them in some way, shape or form," Mr Morrow told The Australian.

Opposition Communications spokesman Nick Minchin said the government had made a shambles
of the broadband tender process from the start.

"This is just the latest instalment in an extraordinary saga of ineptitude, delay and
confusion in the government's management of a $4.7 billion project," Senator Minchin said.

"From the beginning this process has been based on the flimsiest of foundations.

"The tender documents are so vague and open to multiple interpretations, they are not
worth the paper they are written on."

The government-appointed expert panel is expected to name a preferred bidder in March.

VIC: Crew finds nothing in water search for missing boy

MELBOURNE, Aug 10 AAP - A desperate search of Melbourne's Yarra River for missing nine-year-old
Yadav Munohur has yielded "nothing of interest," police say.

Water police today scoured both banks of the river from Williamstown to Dights Falls
in search of Yadav, who disappeared from his Hawthorn home last Thursday, Sergeant Dave
Spencer of Victoria Police said today.

Police air wing, water crews and State Emergency Service volunteers have spent days
combing Gardiner's Creek and the Yarra for signs of the missing boy using sonar equipment.

Today the search was limited to a single water police crew.

"It was a visual search," Sgt Spencer said.

Yadav was last seen leaving home towards a park near the Kooyong tennis stadium about
5.30pm on Thursday, July 7.

The Auburn South primary school student was wearing a dark blue jacket with green stripes,
blue tracksuit pants, a blue and white chequered shirt and blue slippers at the time he
disappeared.

The focus of the police investigation was initially at Gardiner's Creek near the park,
which is known to flood rapidly after rain.

Police held grave fears for Yadav's safety after Thursday night when temperatures plummeted
and rain caused heavy currents in the creek to swell by two metres.

Yadav has only lived in Australia since March, when his family migrated from Mauritius.

His family adopted him as an orphan in Mumbai two years ago, a fact police have hoped
will give him the resources to stay safe.

BRISBANE, Aug 30 AAP - Queensland Racing Limited (QRL) will delay a decision whether
racing can resume in Mackay in north Queensland next Tuesday following news of the first
racehorse to initially test positive in Sydney.

QRL chairman Bob Bentley said it would be very bad news for the racing industry if
further tests due later today confirm the highly contagious equine flu in a horse trained
by Anthony Cummings at Randwick.

The four-year-old unraced gelding named Paxton is owned by Gerry Harvey.

Randwick Racecourse has been locked down and all horses confined to their stalls after
initials tests on the Cummings horse showed signs of the disease.

"This is very bad news for the industry but in Queensland we'll continue with our current
procedures and monitor the situation daily," Bentley said.

"We want to take each day at a time and we'll wait and see about what happens with
Mackay next Tuesday.

"We'll take small steps at a time. The last thing we want is a big step and muck things up."

Bentley is currently in Melbourne and is unable to attend a meeting today between QRL
officials and Queensland's Department of Primary Industries (DPI).

"A lot more training centres were back to normal today but unfortunately some people
are going to be disadvantaged," Bentley said.

"But it's going to be in their best interests in the long term.

"The DPI have been very good keeping the border with NSW locked tight."

Mechanical problems have disrupted tilt train services between Brisbane and Rockhampton.

A Queensland Rail spokeswoman says the 5.30am (AEST) Rockhampton to Brisbane service
was cancelled .. after a maintenance check detected a mechanical fault.

And the 11am (AEST) Brisbane to Rockhampton service also had to be cancelled.

The tilt train's now being inspected by Queensland Rail at Rockhampton .. and services
are expected to resume tomorrow.

Passengers are being transported by bus in the meantime.

Ms Hage-Ali has not been charged in relation to the incident.

Since her involvement in the drug bust was reported by Sydney newspapers, Ms Hage-Ali
has protested her innocence, saying she has never been involved in drug supply.

But in a statement issued by her lawyer Stephen Hopper, Ms Hage-Ali said she had decided
to relinquish her NSW Young Australian of the Year Award, saying her position was no longer
tenable.

"It is with a heavy heart that I relinquish this award and I sincerely thank the organisers
and the people who have supported me," she said.

"The award should not be tarnished by negative publicity about me.

"I do not want circumstances that effect me to diminish the status of the Award or
the fine reputation of people who work hard to make this Award what it is.

Ms Hage-Ali said she contacted National Manager of the Australian of the Year Award
Program Tamara Johnson yesterday to inform her she could not hold onto the award given
the media coverage.

She has also withdrawn from the Young Australian of the Year national process.

Yesterday, Ms Hage-Ali took leave from her job at the NSW Attorney-General's Department.

NSW: Lynette Waugh has further tests after brain surgery

SYDNEY, Aug 7 AAP - Former Australian cricket captain Steve Waugh says his wife is
making progress but remains in hospital for further tests following brain surgery.

Lynette Waugh suffered a cerebral haemorrhage and was operated on by Dr Charles Teo
at Sydney's Prince of Wales Hospital on Friday.

"The haemorrhage was very serious and the blood clot was removed to expedite her recovery,"

Steve Waugh said in a joint statement with Dr Teo.

"She remains in hospital and is currently undergoing further investigation to find
the cause of the haemorrhage. Her progress has been encouraging.

"Steve Waugh would like to acknowledge the enormous public support we have received
in relation to Lynette's illness. This is much appreciated by all of the Waugh family."

Mrs Waugh, 38, was taken to hospital last Friday after not feeling well and underwent
emergency surgery.

Boltwood, Bertram Borden (1870–1927) American chemist and physicist Boltwood, the son of a lawyer, was born in Amherst, Massachusetts, and educated at Yale and the University of Munich. He occupied the chair of physics (1906–10), the chair of radioactivity (1910–18), and the chair of chemistry from 1918 until his death by suicide in 1927.

Boltwood made a number of contributions to the study of radioactivity. The radioactivity of uranium and radium had been discovered in the 1890s by Henri Becquerel and Marie Curie. Starting in 1902 Rutherford and Frederick Soddy had shown that radium, uranium, and other radioactive elements broke down in a quite complicated sequence into other elements. Boltwood worked on the breakdown of uranium into radium, a process that Soddy had not found easy to demonstrate. Soddy had tried to obtain radium directly from uranium in 1904 and failed. Boltwood postulated that this was because uranium did not decay directly into radium but into some intermediate element, and began to search for it. After much effort Boltwood eventually found what he was looking for in ‘actinium X’, which, as it appeared different from anything else, he felt confident enough to claim as a new element and named it ‘ionium’ in 1907. This claim ran into trouble when ionium was found to behave very much like thorium and in 1908 it was shown by B. Keetman that if ionium and thorium are mixed together no chemical technique can separate them. Soddy decided the matter in 1913 when he was able to obtain a spectrograph of ionium and found it to be the same as thorium. Although he was wrong in detail, the general picture Boltwood had developed of the decay of uranium to radium was valid until superseded by Soddy's idea of the isotope.

One important byproduct of Boltwood's work was his demonstration in 1905 that lead was always found in uranium and was probably the final stable product of its decay. He argued that in minerals of the same age the lead–uranium ratio would be constant, and in minerals of different ages the ratio would be different. He calculated some estimates of the ages of several rocks based on the estimates then accepted for decay rates and came up with some good results. This was the beginning of attempts to date rocks and fossils by radiation measurements and other physical techniques, which have so revolutionized geology and archeology.

MELBOURNE IT LTD REITERATES CAUTIOUS OUTLOOK FOR FY02.

MELBOURNE, May 22 Asia Pulse - Internet domain name company Melbourne IT Ltd (ASX:MLB) today reiterated its cautious outlook for the 2002 full year, after forecasting 10 per cent earnings growth for the first half of 2002.

Chief executive officer Adrian Kloeden told shareholders the company was unlikely to repeat its 175 per cent growth in 2001 earnings before interest and tax (EBIT) to A$4.2 million (US$2.32 million).

"I would love to be able to deliver a 175 per cent increase in EBIT every year," Mr Kloeden told the company's annual general meeting.

"However, we do need to take a reality check from time to time."

Mr Kloeden said the company would not be forecasting a result for the full year because the Australian market was still in transition to a new regulatory environment and there had been a slowdown in the registration of new top-level domain names internationally in the second half of 2001.

"It (a forecast) is just not sensible," Mr Kloeden told reporters.

Mr Kloeden said double-digit growth in Melbourne IT's business sector was a "significant achievement".

He told shareholders the company had had a good first quarter and a good start to the second.

"Our revenue streams have been strong and we have continued to contain our costs. We expect that EBIT for the first half will be around 10 per cent up on the A$2.0 million (US$1.1 million) EBIT for the first half of 2001," he said.

Mr Kloeden said the company was seeking to expand its international markets, from which it currently derives 58 per cent of its revenue.

He said the US market was maturing and but the company believed there would be continued growth in Europe and Asia.

Mr Kloeden said revenue for Melbourne IT's investment in registry services company Neulevel had been disappointing so far, due to the slower uptake of the new .biz domain name.

However, growth in other domain names such as .us and others provided some upside.

"The market research is very encouraging," Mr Kloeden told reporters.

Mr Kloeden noted that the Australian market was in transition to a new regulatory environment with the .au Domain Administration Ltd, or auDA, phasing in a new .au business environment.

"We are entering an unknown and untested marketplace in Australia. The method and process for the new .au domain name environment here has no precedent anywhere in the world," he told shareholders.

Melbourne IT's best estimates were that the available market would expand but Melbourne IT would have a smaller share.

Mr Kloeden said the company's Corporate Domain Management services was expected to be an important revenue stream for Melbourne IT in future years.

Consumer Groups Call N.Y. Plan an Invitation to Usury.(Mortgages)

New York State, whose 25% cap on interest rates for short-term loans is one of the country's strictest usury laws, is considering carving out an exception for checkcashers.

In May the State Senate Banking Committee passed a bill that would allow check cashers to make loans for periods from 90 to 180 days with a maximum rate to be determined by the New York State superintendent of banks.

Consumer advocates call the legislation a backdoor attempt to allow payday lending in the nation's third-most populous state. The bill's progress, after several years of languishing, comes after Wells Fargo & Co. shelved a plan to offer its "direct deposit advance" loan in New York and other East Coast states following a public outcry. The annual percentage rates on that loan, which Wells offers in 26 states, range from 120% to 1,200%; the company reportedly planned to use its status as a federally regulated bank to get around the state usury cap.

Consumer advocates say that the bill has the potential to undermine the state usury law by inviting banks to try to offer loans under the "most favored lender" doctrine, which says a national bank can charge the highest rate a state allows for any other type of lender. The advocates are worried banks may test the limits amid a broader debate over whether the Dodd-Frank Act strengthenedstate banking laws from preemption challenges by national banks.

"The biggest argument that we had in saying that Wells Fargo cannot come into New York State is that high-interest loans have always been illegal in New York State," said Uriah King, vice president of state policy at the Center for Responsible Lending."Our argument was, 'Do you really want to test the new laws trying to roll out high-interest loans in a state that has never allowed it?'"

(Richele Messick, a spokeswoman for Wells, said potential legal challenges in New York were not a reason for the bank putting the East Coast rollout of the direct deposit advance on hold. "There were a lot of considerations and we took input from various stakeholders," she said. "Before we introduce it to new markets, specifically the East Coast, we decided to take a step back and consider all the features before introducing it.")

The check-cashing industry argues that strictly regulated short-term loans are a preferable alternative to the Internet payday loans that many low-income New Yorkers are taking out.

"The check cashers, which have become neighborhood financial service centers for probably a million people in New York State, are the natural locations for providing a credit product for people who are unable to or cannot get a credit card or a bank product," said Edward D'Alessio, deputy general counsel for the Financial Service Centers of New York, a trade group for local check cashers that lobbied for the bill.

"Right now these folks are bouncing checks, paying their bills late or getting Internet payday loans, and what we are doing in providing an alternative," D'Alessio said.

Opponents of the bill say the loans would saddle low-income people with debt.

"If the Legislature passes this bill, it sends a message that New York State is open for business to usurious lenders," said Josh Zinner, co-director of the Neighborhood Economic Development Advocacy Project.

"This is just payday lending by another term," he said. "They are short-term, they will have triple-digit interest rates and they will target low-income New Yorkers and trap people in a cycle of debt."

State Sen. Hugh Farley, a Republican member of the banking committee and sponsor of the bill, said the consumer advocates misunderstand it. "This has nothing to do with payday loans," he said. "They keep getting confused." According to Farley, true payday loans are characterized by shorter time periods of two weeks and can be rolled over, which his bill would prohibit.

Further, he said, unlike many states that donot put limits on interest rates on payday loans, consumers in New York will be protected by the State Banking Superintendent who under the bill will be charged with setting the interest rates charged by the check cashers.

To clear up the confusion, Farley is making some changes to the language of the bill, such as taking out language that instructs the superintendent to consider interest rates charged in other states.

But those changes are not enough to sway opponents.

"It wants an exemption from state usury laws; it requires a short-term loan to be secured from a borrower's bank account; it would require payments every two weeks; and it is trying to establish a guaranteed rate of return," said State Sen. Liz Krueger, a Democrat. "So it seems to me that it smells a lot like a payday loan."

The proliferation of unregulated forms of credit, she said, is not a reason to allow the bill to pass.

"Internet payday loans are also illegal in New York State," Krueger said, "and I argue we should do better enforcement to stop payday loans, not basically wave a white flag and say legalize them."

State Assemblyman Darryl Townes introduced a version of the bill a few years ago and reintroduced it at the beginning of this year. Then he left the assembly and another member, Carl Heastie, reintroduced it in April. The assembly version of the bill is at that chamber's banking committee, and the Senate version, having passed the banking committee, is at the finance committee.

Judge Nixes Google book deal.(INFO NEWS)(Brief article)

A U.S. judge rejected a deal between Google and several authors and publishers to digitally copy millions of books and put them online, though he left open the possibility of approving an agreement that would allow book owners to opt in to Google's library rather than be required to quit it.

Circuit Judge Denny Chin said the creation of a universal library would "simply go too far" because it would give Google "a significant advantage over competitors, rewarding it for engaging in wholesale copying of copyrighted works without permission." He also objected to Google being granted access to out-of-print books whose writers could not be located, saying it would give the company "a de facto monopoly over unclaimed works."

Chin admitted that the deal offered many benefits to society, noting that it would provide libraries, schools, researchers and disadvantaged populations with access to many more books, especially older books and those out of print. He also said it would help authors and publishers find new audiences and new sources of income.

The Open Book Alliance, of which SLA is a member, called the ruling "a victory for the public interest and for competition in the literary and Internet ecosystems." The group was joined in opposition by consumer watchdogs, academic experts, literary agents and even foreign governments.

The court decision stems from a 2004 agreement between Google and several major research libraries to digitally copy books and other writings in their collections. In response, several authors and publishers filed suit after Google failed to obtain copyright permission to scan the books. The groups reached a deal in 2008 to settle the claims, but the U.S. Justice Department concluded that it probably violated antitrust law and could decrease competition among U.S. publishers and drive up prices for consumers if Google gained a monopoly on out-of-print books.

Ex-official's credit card use under fire.(News)

John Day, former executive director of the DuPage Housing Authority, used his agency-issued credit card to buy gifts for housing board members, satellite radio and a navigation system for his car, plus a $112-per-month health club membership.

Day's credit card, which had a $12,000 limit, often was used for travel and training expenses. But billing statements obtained by the Daily Herald show that it also was used at numerous local restaurants, some flower shops and a cigar store. He also purchased Internet and personal security accounts with the card.

Federal officials say such purchases were an inappropriate use of housing funds. DuPage County Board Chairman Dan Cronin said Tuesday the credit card purchases by Day and other housing authority employees reveal an "inappropriate pattern of conduct" at the agency, which faces the possibility of owing millions of dollars to the federal government.

"It showed a lack of respect for the taxpayers' dollars," Cronin said.

Day, who stepped down from his longtime position March 1 after a series of federal audits critical of the Wheaton-based agency, wasn't available for comment.

The credit card expenses were among a list of "unallowable" transactions mentioned in the latest federal audit released last month by the U.S. Department of Housing and Urban Development.

That report found the housing authority improperly spent more than $5.8 million in Section 8 program funds and failed to adequately document another $4.7 million.

Federal officials said auditors specifically reviewed $13,632 in credit card purchases made between July 2008 through June 2010. They found examples of cigar-store purchases, airline tickets for spouses and a health club membership paid for with Day's credit card, officials said.

"It was federal housing money that they were given, and that's what they're using to pay the bills," HUD spokeswoman Laura J. Feldman said. "But if the bills are not eligible expenditures, then they shouldn't be on the credit cards."

Feldman said eligible expenses include travel costs, such as meals, hotels and airline tickets. But HUD and most federal agencies don't allow for the credit cards to be used when someone isn't traveling.

"If I went next door and had lunch, I could not use my government credit card for that," she said, "nor could I use it treat my staff to lunch."

Housing authority officials said they believe that's what happened when Day used the credit card for numerous meals at local restaurants. He told federal auditors that he considered the purchase of flowers, clothes and beverages for housing authority staffers to be an appropriate use of Section 8 program funds.

As for the $112-per-month health club membership, Day told auditors that it was part of his employment contract -- something federal officials disputed.

While there was at least one example of Day reimbursing the authority for purchases he made on the card, such as $330.63 spent at a Washington D.C. cigar store, officials said that also isn't allowed.

"There's no need to put cigars on a government credit card," said Feldman, adding that Day should have known the rules.

Former housing board members said they weren't aware that federal money was used on various purchases, including $529 on gifts for board members from Williams-Sonoma in Oak Brook.

On Tuesday, the interim director of the housing authority, Cathy Ficker Terrill, said all but two of the credit cards have been canceled. And the people who have credit cards -- herself and the director of administration -- haven't used them.

Terrill said the plan is to write a new credit card policy for the agency.

"We had no financial policies or controls that I could find that were any good," she said.

Brit baby is eye op pioneer.(News)

A BABY boy aged seven weeks is to become the youngest British child to have pioneering surgery to restore his sight.

Aaron Rai will fly to New York for the pounds 11,000 operation to transplant an artificial cornea into his right eye.

Doctors in the UK refused to operate on Aaron, saying the risks were too great.

But his desperate parents Ranjit, 27, and Surinder, 29, used the internet to track down a surgeon in the US who agreed to perform the op. The trip will cost pounds 30,000.

Surgeon James Aquavella said the operation must be done before Aaron is three months or his body may reject the cornea.

He added: "There is a very small window of opportunity.

"If you miss it the eye is never going to be right."
